Messages go out, some patients come back, and nobody can say which effort produced which result.

That is how engagement programmes die — not because they failed, but because they could never prove they worked. The data was never collected. The loop was never closed. And without proof, the programme is the first thing cut in the next budgeting cycle — not because it did not work, but because it could not demonstrate that it did.

This part is about the readout: what is working, for whom, on which channel, at what cost, and to what effect.

A follow-up you cannot measure is a cost, not an asset.
